The federal government is most responsible for the current financial crisis.

If economics is left alone you only have static... if there are significant ups or downs then it is due to the one entity that has such power: Government.

Capitalism is the most effective economic system.

As well as the only moral system. All others require stealing.

The United States Mint should stop circulating the penny.

but not just the penny, all legal tender should be abolished and people should be able to trade as they see fit. Most likely with gold. This would make a much more stable economy

The government should not expand benefits provided to workers who have lost jobs due to globalization.

no. Stealing from the rich to give to the poor is still just stealing. No government welfare has ever been effective anyways.
