Any form of discrimination against race is by definition racism. Just because we cloak it in some kind of label does not change that. All forms of racism are wrong, and illegal. Just apply the same 'affirmative action' assistance to the 'majority' race and see how that goes over. If someone screams 'that's racist', then they agree with your premise.

The first amendment to the constitution protects free speech. While it is reasonable to ban offensive or libelous speech, we have to let all forms of political protest continue. Those who burn the flag because they 'hate America' would probably be jailed or killed in many places outside of America for doing what they are at that precise moment. That is what makes our country the greatest on the planet. Only here can stupid people do something so idiotic as to protest against a form of government that allows them to protest in the first place. See dictionary definition - Irony.

It depends on what you define as 'effective'. If you look at increasing freedom and personal liberty, then no, a democracy allows tyrany of the majority. A representative republic, like we have, is likely the best. If 'effective' is a goal like implementing a sudden, drastic change, then some totalitarian governments can accomplish that very quickly.

More pressure should be applied, like freezing assets or more sanctions. We still have a little more room to squeeze them. Let them take the first shot with military action, and then finish them off.
