The death penalty is not an effective crime deterrent.

It is well documented that the decrease in crime correlates mostly to the probability of punishment, and only in a very insignificant degree to the severity of punishment. Since carrying out the death penalty is an extremely low probability event, it is, rignt now, not an effective crime deterrent.
