The cap and trade system would be more effective at reducing greenhouse gas emissions. I don;t know enough about either to be solid, but it seems like the cap and trade would fall into a bartering arangement that would beget creative solutions and potetnially new ideas....
The benefits of recycling outweigh the costs. Long-term: A seed will not be a tree, tomorrow. Recycling technology can innovate and create an entire new industry that once never existed that can beget even more areas of technology.

So, what we do does have an effect on this earth, even when it's beyond our own humble ability to quantify or control it.
