U.S. horse racing should not have a centralized authority. Everybody always wants to centralize everything. It really sounds more like a euphemism for "monopolize."
Players are more responsible for the proliferation of steroid use in Major League Baseball. They are a reflection of society, in that they want instant gratification, and they want the good results with less work. Whatever is quick and easy, that's what they want.
