公立学校でお祈りは認められるべきだ。 If someone wants to pray he or she can pray. You just can't mandate or enforce prayer, and staff has to be neutral and cannot compel anyone to pray. But if a student wishes to pray, then what convincing argument is there to stop them? It's an aspect of their sense of self, not unlike the clothes they wear or the songs they like to listen to.

If standards were enforced to be raised across the board though, I think that'd be great, but in practice it doesn't seem to work that way.
