States should be allowed to adopt tougher fuel efficiency regulations than the federal standard.
Recycling is the most environmentally friendly way to dispose of used tires. It's not the most efficient but the alternative is downright destructive (burning for fuel).

Plastic grocery bags should not be banned. I wouldn't be opposed to a 10 cent tax b/c I don't think it would take a tremendous effort for citizens to carry a reusable bag when they go shopping. Ireland was just beginning to do this in 2004 when I was living there. In a matter of months, I noticed a significant cut down in litter (Public parks in Dublin is/was infamous for this). Would it be such a burden for Americans?
