According to the Geneva Conventions' definition, it is. What I don't understand though, is why people want to debate whether it is or not. It's like they're backing down or being cowardlike in defending their beliefs. If you believe that we have to torture some people to "keep millions of Americans safe", then say it. But we signed the Geneva Conventions, they defined what torture is, and in that sense we tortured.
Debate principle, not semantics.
