When Congress created Medicare in 1965, the program was designed to ensure that all seniors had access to quality health care. But in 1965, health care was delivered mostly through the hospital or a doctor's office, not through innovative prescription drugs as is the case today. As the importance of prescription drugs has grown, so too has the need for some type of prescription drug coverage under Medicare. In response, Congress passed and the President signed into law in 2003 a bill that, for the first time, gives seniors of all income levels coverage under Medicare for their prescription drug costs.
