It's clear that the 31 senators who voted for the McCain amendment didn't want the Buy American provision. Unfortunately, it's not possible to tell exactly who was in favor of Buy American, since the Senate went on to approve by voice vote the watered down version that says Buy American, but not to be interpreted in such a way as to violate international agreements.

Statement of Purpose: To prohibit the applicability of Buy American requirements in the Act to the utilization of funds provided by the Act.
