Rep. Sam Farr (D-Carmel) introduced legislation today that would mandate the House of Representatives to recycle its trash. Currently the House runs a nominal recycling program that is voluntary.

"We tell the rest of the country to recycle, yet we have no enforcement or leadership to do it on Capitol Hill," said Farr. "My bipartisan bill would bring us into line with the rest of America." According to Farr there's no reason why the House of Representatives cannot do what every other American does daily in their own kitchens and offices: recycle.

On the House floor, Rep. Sam Farr (D-CA) vehemently spoke out against the gun portion of the bill, saying that it was "dumb amendment and Congress should be embarrassed we have to vote on it."

I strongly support repealing the abstinence-only education programs that have received over $1.5 billion under the Bush Administration. I believe that the only way to empower our youth to prevent teen pregnancy, stop the spread of sexually transmitted diseases, and protect their physical and emotional health is to arm them with complete information.

The tactic of releasing oil from the SPR has been used several times in the past, and each time it significantly reduced the price of oil. Experts say it would do so again. By flooding the market with oil, even temporarily, the oil speculation that many suggest are driving prices would be neutralized.

Some talking heads say all we need to do is drill more, especially in the Arctic National Wildlife Refuge. I have two responses to that. First, drilling in the pristine ANWR will take 20 years to see any results, and then it will save a grand total of a penny per gallon. It is not a solution. Second, drilling has increased dramatically since 2000, climbing about 66 percent. On top of that, the federal government has already opened up leases to 68 million acres of federal land that oil companies aren't even tapping.

Furthermore, I believe that Congress must continue to act to ensure that this administration does not stage an ill-fated action against Iran. To that end I have cosponsored H. Con. Res 33 to require explicit Congressional approval before any incursion into Iran, and H.R. 3119, a bill to prohibit the use of funds for military operations in Iran.

The best course of action for the United States is to engage with Iran diplomatically. Standing back and hurling insults does nothing to resolve the dispute over Iranian nuclear arms or to discover a workable solution to the raging violence in Iraq. For far too long we have been stuck in a counterproductive cycle of name-calling and brinksmanship.

A recent reversal of policy on Iran allowed U.S. Undersecretary of State William Burns to meet with Iranian diplomats in concert with European Union diplomats. This has come on the heels of several months of calls for the United States to engage in tough, meaningful diplomacy with Iran. Unfortunately, it appears that the recent flurry of diplomatic activity was not be as substantial as we would have liked.

For this reason, I have cosponsored the Responsible Education About Life (REAL) Act, HR 1653, which would create a grant program that would authorize state grants for family life education, including education about both abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases.

A letter from members of Congress in 2005 urged OTC access to Plan B without age restriction (but urging age 16 as an alternative):

We would like to voice our support for Barr Laboratories' application to make the emergency contraceptive pill Plan B available over-the-counter (OTC) to women ages 16 and older. We recognize access to emergency contraception (EC) as having a critical role in the goal to prevent unintended pregnancies and reduce the need for abortion in the United States.

While we support unrestricted access to EC for all women, we believe that making Plan B available OTC to women 16 and older is a significant step in the right direction. Already, several states recognize the importance of timely access to Plan B by allowing pharmacists to directly dispense the contraceptive to women.
