Feingold voted for the Webb-Hagel GI bill.

According to Hagel, his GI bill was rolled over into H.R. 2642 (as amended by S Amdt 4803). Although it was presented with other military components, such as military appropriations, I'm assuming that anyone who voted against the package was opposed to the GI component. (There are a few exceptions, where a Senator co-sponsored the original bill, but voted no on the package. I'm excluding these from any assumption that they opposed the Webb-Hagel component.)
