But if the does it means then that they assist the banks out there bad mortgage's banks are to blame so the banks should fit the bill, and give the people their homes back.

The assistance should be systemic - tax cuts for everyone to grow the economy, tax credits for homeowners, injecting liquidity into mortgage markets.
