That's sort of a trick question. The funding that NASA already gets should be used primarily for that purpose, with the rest of their programs set at a lower priority level.

Self preservation comes to mind. It would be hard to hold congress without a planet to hold it on.

Makes more sense than most of the Military Budget, and would actually provide some defense of the whole planet.
