NASA should not focus on manned space flight.

It should focus on exploration; of the moon, Mars, etc., whether or not the exploration is manned. It shouldn't just do orbits around the Earth, whether manned or not.

NASA's mandate is exploration, which can be done in 99% of the cases by automated probes. Development should be left in the hands of private business.
