Prior to Katrina, local and federal authorities knew the breaching of the levees was possible.

They were built to withstand a Category-3 hurricane. Katrina was a Category-4. Is it any surprize that they failed under higher stress than they were designed for?

Prior to Katrina, local and federal authorities knew the breaching of the levees was possible.

How could they not? Has history taught us nothing? These "authorities" are from the same breed as those who could not imagine anything that could cause the Titanic to sink.
