We can expect that the administration will not be better or worse off in the end as a result of its planning and response.

The administration is a total lame duck, so there's not much they can do now that could make things much worse for them politically than what they have already done.

We can expect a loss of political points from the administration's planning and response.

There are going to be shifts and finger pointing till the very end of this administration. I suspect we will see some similar manipulation of "facts" and "fantasy".

Prior to Katrina, local and federal authorities knew the breaching of the levees was possible.

They were built to withstand a Category-3 hurricane. Katrina was a Category-4. Is it any surprize that they failed under higher stress than they were designed for?

How could they not? Has history taught us nothing? These "authorities" are from the same breed as those who could not imagine anything that could cause the Titanic to sink.
