I strongly support the Second Amendment, which protects "the right of the people to keep and bear arms." During this session of Congress I have introduced legislation (S. 388) that would allow individuals who have a concealed carry permit to carry a firearm in all 50 states and the District of Columbia. This legislation is needed because some states refuse to honor concealed weapons permits from outside states. Certainly, the Equal Protection Clause of the U.S. Constitution ensures that a drivers' license from South Dakota is valid in every other state - the same should be true when it comes to concealed carry permits. Studies have indicated that jurisdictions that allow the carrying of concealed firearms observe a decrease in crime. That is why I believe this measure will help to curtail crime. With the broad bipartisan support that this bill enjoys, I am hopeful that it will be adopted by the Senate in the near future. When dealing with crime, I believe that Congress needs to ensure that the criminal justice system removes criminals from the street, rather than restricting the constitutional rights of law-abiding citizens.
