We’re losing the war on drugs. We ought to say, “It’s not a war anymore,” or we really ought to go after it. And there was a time in our history when we weren’t always losing the war on drugs. It was when Nancy Reagan had a very simple program called “Just Say No.” And young Americans were reducing the usage of drugs in America.

In a press release posted on his Web site, McCain reveals his opinion that something more must be done and that, so far, the U.S. has not been successful in battling drugs:
"Fighting the drug war is no simple task," said McCain. "A country's efforts cannot be reduced to a simple statement of 'fully cooperating' with the United States or not. In this respect, the entire drug certification process is flawed, and often serves more to alienate our partners in fighting drugs than to encourage their cooperation. I, for one, cannot envision how terminating most of our counter-narcotics assistance, as required by presidential de-certification of a particular country, advances our interest in fighting the trade in illicit drugs." "We need to bear in mind that the only reason there is such a massive effort by the drug lords to supply drugs is because the United States provides such a massive demand. By all means, we must fight the supply chain by working together with our neighbors against drug production and trafficking. But we must also continue to take our share of the responsibility in the United States and fight the demand for drugs here at home," McCain said.

I'm sort of on the fence about this quote because it's timestamped 1999. However, if he hasn't said anything to contradict this statement, it's clearly his opinion.
