Creativity can be taught. There's a part of creativity that cannot be taught and there's a part that can. Shaping the way you think is what school is all about so there is no question it can be taught. There's also people who teach themselves or are inately creative.

The government should not withdraw funding for art it considers offensive. The Government should not play the role of the censor. Art is art no matter what it says. Accept it in the rejoicing of the freedom to say it.
