Prematurely granting retroactive immunity, however, has many consequences. It would block our opportunity to seek answers about the scope of violations and would signal congressional approval of the administration's warrantless wiretapping program. I refuse to grant this president - or any president, of any party - the unilateral authority to monitor the phone conversations, e-mail and Internet activity of American citizens without a warrant.
