Eliminating the antitrust exemption would thus enable the federal government to ensure that health insurance companies, which have thrived as the rest of the economy has gone under, are doing right by their customers. I expect the Health Insurance Industry Fair Competition Act to pass, and to do so with support from both sides of the aisle, because ending deceptive and anticompetitive corporate conduct hurts all Americans and simply shouldn't be a political issue. Furthermore, I support eliminating the antitrust exemption for insurance companies for the same reason that I have supported the public option throughout our national debate on reforming care -- it represents meaningful reform, the kind that will actually benefit American families.

Congresswoman Eddie Bernice Johnson today voted for H.R. 1913, the Local Law Enforcement Hate Crimes Prevention Act, which passed the House of Representatives by a vote of 249-175.

Under current law, the federal government can only investigate hate crimes motivated by the victim’s race, color, religion or national origin. The Local Law Enforcement Hate Crimes Prevention Act closes the gap in existing hate crimes law by extending federal jurisdiction to hate crimes motivated by the victim’s actual or perceived sexual orientation, gender, gender identity or disability, and provides assistance to state and local law enforcement to streamline the investigation and prosecution of hate crimes. It also authorizes the U.S. Attorney General to make grants to state and local law enforcement agencies that have incurred extraordinary expenses associated with the investigation and prosecution of hate crimes.

“I was proud to vote for the bipartisan Local Law Enforcement Hate Crimes Prevention Act,” Congresswoman Johnson said. “Local law enforcement officers have called on Congress to give them the support they need to prosecute and deter violent hate crimes. The case against affirmative action is weak, resting, as it does so heavily, on myth and misunderstanding.

One myth, ``The only way to create a color-blind society is to adopt color-blind policies.'' The facts show that a so-called color-blind system tends to favor White students because of their earlier educational advantages. Unless preexisting inequities are corrected or otherwise taken into account, color-blind policies do not correct racial injustice--they reinforce it.

Another myth is ``Affirmative action may have been necessary 30 years ago, but the playing field is fairly level today.'' Not true, despite the progress that has been made, the playing field is far from level.

Women continue to earn 76 cents for every male dollar. African Americans continue to have twice the unemployment rate, twice the rate of infant mortality, and make up just over half the population of people who attend four years or more of college. In fact, without affirmative action the percentage of African American and Hispanic students at many selective schools would drop to minuscule percentages of the student body.

That decline would effectively choke off African American and Hispanic access to top universities and severely restrict progress toward racial equality.

Mr. Speaker, today, my hopes for peace have given way to the reality of war. Although I agree with President Bush that Saddam Hussein is a dangerous man, I am not convinced that a military attack against Iraq is in the best interest of our nation. For this reason, I voted against a resolution last year that was the equivalent of a declaration of war which authorized the President to launch a military strike to disarm and possibly overthrow Saddam Hussein.
