Governments should not create mandatory recycling programs. Free Country. Can't make me do it. My ex-hubby has worked next to the Miami GSA and sees the recycle trucks come in and drop the recycle items right in with the regular trash. When they actually start recycling the products then I will make the effort to separate my garbage. I have been waiting 15 years.

The carbon tax system would be more effective at reducing greenhouse gas emissions. Carbon trading is sometimes seen as a better approach than a direct carbon tax or direct regulation. The EPA does effectively protect the environment. The EPA is a regulation based entity and yes they have regulated appropriately without over regulating.
