Limiting the number of licenses an individual owner can get which is a much better way to do it than the so-called Fairness Doctrine...
...it's a bureacratic nightmare and what happens is a lot of radio stations decide that rather than go through that 'I'm just going to play music', it's expensive enough as it is to run a talk format...and talk is great for the community...it actually reduces programming...what you would see with the reintroduction of the Fairness Doctrine would be radio stations leaving the talk format...diversity yes, but not through the Fairness Doctrine
