I know this is approved already, but I think there's an ambiguity... does "higher priority" mean "more funds"? Or does it mean that it won't be cut before cuts are made elsewhere? Answering "yes" or "no" to this doesn't necessarily put people in the same group.... I say we archive it and replace it with "receive more federal funds than"

This is in education and I think it's a great issue worth considering just lining these two up. We could obviously broaden it but the interest right now lies with Education vs. Military spending.

I love Brian's wording... we could also go "which should have a higher priority" and list 3-4 options if that opens the debate more... but I'm fine with just the two as Brian worded it.
