Agree with Whicker. Also, I sort of like the question - "Will the Democrats succeed in making national issues dominant in the elections?" or Will there be a single dominant issue in the midterm elections? (since the Republicans could always create one too...)

I don't think it is necessarily about pork. I think it is about focussing on issues that any given area feels is most important in opposition to "Is the nation on the right track in...." It gets people to look more at the individual candidates and less at "Who do you trust to run the country...."
As I posted on both the questions regarding what "issue" either party should focus on, I think this could all come out under a single question:
Will the Democrats succeed in making national issues dominant in the elections?
I think I had different wording everytime, but we could pick what everyone else thinks is best.

Republicans and Democrats have adopted contrasting strategies in the race for the House. Democrats hope to nationalize the elections around the issues of corruption and dissatisfaction with Bush. Republicans want their candidates to run strictly local races. "Incumbents don't get beat because there's a bad national environment," said Carl Forti, communications director for the National Republican Congressional Committee (NRCC).

Yeah, this doesn't seem to have much of a "no" side. These aren't national elections so it seems to technically include local achievements.
I understand the point of this. If I had to answer, I would say yes. Everyone is down on the GOP on most issues. Incumbents should focus more on local achievements, since their constituents can see results first hand, if there are results of course...
I don't think this is worth trying to rework...

Is "local achievements" someone's polite euphemism for pork? Nobody ever lost an election for too much pork, so I don't think it's particularly relevant to debate it. If it's not about pork, then I have no idea what it's about, and that might be something we need to work out.
