nick is right: it's ready for approval, (except for one minor revision). read this to understand why "one governing body" is appropriate in this context. revise to: Should the Internet be regulated BY one governing body.

I think Nick's revision is a big improvement, but it's still a little vague. Are we talking about, like, the City Council of the Internet of the UN? As in, a question of a body setting specific rules or establishing looser "standards." I wouldn't want to lump those together, or give the impression we're talking about one when we mean the other.

We need something on Network Neutrality. We can pin down public figures on their votes.

I'm not sure I understand what this question is asking. I can't pretend to really know anything about this subject, but as far as I know, ICANN is in charge of the basic structure of the internet (domain names, IP addresses, etc) but it doesn't really regulate the internet. Certainly not its content, anyway. And it's a private, nonprofit corporation, not any form of governing body. So when we say "regulated," what are we really talking about? Ditto for "government?"
