Money is certainly the heart of the issue when it comes to NASA. Alex's suggestion is fine with me.

I like Alex's suggestion of wording this with level choices (less, more, the same).

Maybe this would be more fair if it were phrased: 'How much should the US invest in its space program?' -More than it currently is, -Less than it currently is, -The same as it currently is.
