Yes, it's definitely chains being targeted. Here's some "no" evidence from the New York State Restaurant Association.

Seems like it's specifying "chain" restaurants, which makes sense since doing ALL restaurants in a city would kill that city's food industry. I think we need to specify chains if that's where this debate currently is... we can always add another if necessary for ALL.

NYC Board Votes To Put Calorie Content On Menus

 

The Center for Science in the Public Interest applauded the new regulation.

"It's going to get a lot easier to make informed choices at New York City's chain restaurants this spring," said the group's nutrition policy director, Margo Wootan. "We expect that many more cities, counties and states will require menu labeling once they see how easy it is for these chains to list calories on menus."
