Good issue. And I like Jenna's wording. I always try to point out the difference between something happening legally and morally. But I think this wording is fine and it actually implies both.

Good issue, was thinking of proposing this.

I think it needs to be about the ability to apply rather than just providing (sounds like they're gonna hand them out).  So

"Should the government give undocumented immigrants the opportunity to apply for driver licenses?"
