The issue shouldn't be the veto, but the underlying proposal, which is what Congress voted on. "Should the United States expand the State Children's Health Insurance Program?" Bush can obviously be listed as a no, and all the members of Congress can be aligned by their vote.
Or, though this may be too convoluted: "Should Congress overturn President Bush's veto of the legislation to expand the State Children's Health Insurance Program?" Just got this email from Howard Dean:
This morning, President Bush rejected health care for children. Now it's time for Democrats to reject President Bush. If we can get 2/3 of Congress to stand up to President Bush, we can overturn his veto on the State Children's Health Insurance Program -- a program that provides health insurance for millions of kids. We need your help to get those votes.

Oh good, I was just thinking about this. Yep, great issue. And yes, needs to be past tense.
Now we need to add "Should President Bush have vetoed."

ABC News' Christine Byun: During his second trip to Iowa since announcing his candidacy, Republican candidate Fred Thompson pushed for increased military spending and supported the president's coming veto of SCHIP expansion.
