    Good issue.

    I think I like the current wording, given the evidence.

    Could make it simpler -- "Should President Mahmoud Ahmadinejad tour Ground Zero?" -- but the "allowed" formulation seems more precise.  (People might think that it's bad taste for him to do so but also think he shouldn't be prevented from doing so.)
