This issue is actually both a "follow-up" question to whether sex education is even something the school system should teach (different from whether abstinence only should be taught, by the way)... for example, this issue could be more general to encompass both parental and school teaching of the subject.
When should sex-education begin? -Elementary School (before 6th grade) -Middle School (6th-8th grade) -High School (9th-12th grade) -College -Never Affirmatives would read "Sex education should begin during ___." or "Sex education should never begin." (which I guess makes that a poor choice of option, huh?)
Still, this is more about how old kids should be, in one's opinion, before learning about sex. Otherwise, you're combining two issues (the who should teach & the when) into one... people taking stands on it could be deceived if they think they're just talking about the general age rather than whether a school or a parent should do the teaching...

Change "Elementary School" to "Pre-High School" or add "Middle School" because elementary school generally covers grades 1-5 and Middle School generally covers grades 6-8.

How about, "Should kindergarteners receive any type of sex education in school?" The current wording is fine, but I still automatically wince (and I'm for it, as a concept). "Any type" mitigates it a bit, points up the fact that it could be very general and age-appropriate. "Is kindergarten too early to begin teaching some aspects of sex education?"

That's a good point, esperanto, that was bothering me too but I couldn't put my finger on it. I was thinking of suggesting "When should sex education start?," (with choices of K, 2nd, 4th, whatever) but I think it would be hard to find a place for the people who are against it happening in kindergarten but don't state more precisely when they think it SHOULD happen. So this is fine.
There's something a little weird about singling out kindergarten here. It's almost as if we're playing into the bias against it. There's a valid question, though, about how early it should start. I don't have a huge problem with this.

"'Barack Obama supports teaching sex education to kindergarteners,'" said Obama mimicking Keyes' distinctive style of speech. "Which -- I didn’t know what to tell him (laughter)." "But it’s the right thing to do," Obama continued, "to provide age-appropriate sex education, science-based sex education in schools."
