Would a universal healthcare system require a tax increase? I don't think "implementing" really adds anything in terms of meaning — just an extra word.

Okay by me.
in my opinion i think we need to go back to include some verb here, so that we have some statement that it is about carrying out a plan for a universal healthcare system in the US that would or would not require a tax increase. i would like the issue to be as clearly and specifically worded as possible for research/finding evidence purposes. so, how about a blend of marina, jacki's proposals: would implementing a universal healthcare system require a tax increase?

Good issue, but I might prefer this wording: "Would implementing a universal healthcare system necessitate an increase in taxes?"
