I think we have to keep it to "government property" so it includes inside and outside.

I don't mean to quibble here, but it's not the buildings that are in question. What are we going to do, put the buildings in jail if they defy the rule? How about: "Should the display of the Confederate flag be allowed in public buildings?" As for the substance, I believe it's ripe for posting.

Democratic presidential candidate Hillary Rodham Clinton said Monday that South Carolina should remove the Confederate flag from its Statehouse grounds, in part because the nation should unite under one banner while at war.
Actually, to be more specific, what about, "Should government buildings be allowed to display the Confederate flag?"
I'm cool with this issue. And the Stars and Bars, of course. Capitalize "Confederate."
Well then, I'm assuming there's no debate here. Everyone thinks it should be allowed.
