i changed my mind ... let's go back to greenhouse-gas emissions ...

let's do:

Should the government regulate greenhouse-gas emissions?

or

Should the E.P.A. regulate greenhouse gas-emissions?

or
approve both since you might think states should regulate emissions and not the E.P.A.

i got rid of "greenhouse gases" bc that seems like a lefty term.

i got rid of US so that other nations could relate to this issue.  also, i did not want to keep US bc some politicians might try to argue it's a states' rights issue and therefore the US implies that only the federal government should regulate emissions.

otherwise, i think we are ready to go on this one.  what does everyone else think?

Senator Boxer was quoted as saying "failure to reduce greenhouse gases will lead to economic decline and environmental ruin."  More ideas there...
