I like the current wording better, but I would take "no effect" out and put "neither" or "neutral." I don't think we need "effect" in the answers as well. -positive -negative -neutral
"no effect" is an unreasonable stand. no one can argue reasonably that castro did not affect cuba. i think i'm the one that created that stand so i'm okay with saying that. anyway - should we say: How has Fidel Castro impacted Cuba? Castro has had a positive effect on Cuba. Castro has had a negative effect on Cuba.
