No, it doesn't work with a yes/no option. It sounds like 100% privatization, like happened to the Post Office. I don't think anyone advocates that, at least not yet. The issue is whether any portion of the funds can be "privatized," by allowing individuals to opt for keeping a portion of their funds under their own control. The question as asked doesn't capture the proposal(s) actually on the table.

Is this too close to the approved issue asking whether President Bush's proposed changes to social security (aka privatization) will fix the system? Seems to be posing essentially the same question.
