    Justification for action does not depend on the UN either way.

    The only way I could see answering this question is if it said "could...be" instead of is.  Then I can answer Yes.  Do I think a UN resolution is required for an action to be justified? No.  Do I think that a UN resolution justifies an action?  No.

    Needless to say, I don't care for the issue.
