I'm kinda confused about this issue.  Isn't that what CAFTA (aka DR-CAFTA) was set up to do?  At least, it covers US involvement.  I'm not sure about Canadian/Mexican involvement in DR-CAFTA though.  Any thoughts?

I think Central America is fine; otherwise, to accommodate Jacki's reservations, the question might look like:  Should the US determine free-trade agreements with Latin America and the Caribbean bilaterally or multilaterally (country-by-country or regionally)?

is central america too broad?  should we limit it this issue particular nations?
