Are we talking just in the US?  State by State?  Internationally?  What works where varies so much.

 

I think this is question is too big/complex.

I think I know what you're saying. I'm just not sure if this issue is just plain too big. Because it becomes the question:

Police Force
Fire Department
Utilities
Roads
Health Care
Art Funding 
Environmental Protection

You end up with a huge unwiedly list, so I say scrap it and then we can ask about individual issues as they come up.

I think I've seen some arguing on WIS about this topic...

Also, a friend and I were talking recently about how train service in NYC was once partially private-sector operated, then was taken over by the city in the 40s. Not sure if such a takeover would fly today.

Anyway, the wording obviously needs some revision.
