I think the issue is debatable and one simple reason for that is all over America people are debating this topic as to whether what the President proposes is the same as amnesty. Tantamount or whatever is needed to make it work is fine, but we should get something approved before this fades from the news.

I think the issue is debatable, provided some type of wording revision is made. Jacki's point is well taken, but I think most people will find some wiggle room with the term "amnesty," even though the lawyer-types among us might disagree.How about:Is President Bush's immigration proposal equivalent to amnesty?(tantamount seems kind of over the top)

would saying "tantamount to amnesty" alleviate this problem at all?
amnesty has legal implications. it can be defined. this issue is calling for a subjective debate over an issue that can be objectively defined. i do not think this issue is debatable.
