    This issue isn't about subsidies, it's about cost regulation. Some governments regulate prices for utility companies, for example. If you want to increase your rates, the government has to approve it. Should the government try to reduce the cost of healthcare in this country by regulating prices? How about an alternative wording:

    Should the government regulate the cost of health care?

    i changed my mind.  i think it is unclear what is meant by this issue.  i need it to be more straightforward.  i'd like to see an issue similar to the education issue on higher education subsidies.
